Government Reveals Digitization Initiative To Address Zimbabwe’s Housing Crisis

The Zimbabwean government is digitizing the national housing waiting list in hopes of clearing over two million Zimbabweans waiting for housing, announced Minister of Local Government and Public Works Dr. Daniel Garwe on January 7.

Zimbabwe president Emmerson Mnangagwa said at a 2024 Cabinet meeting, "The digital technology revolution is the cornerstone of modernisation, industrialisation, and efficient service delivery to drive sustainable economic growth." His ministers are clearly responding to that call.

Understanding Zimbabwe’s Housing Crisis

This declaration demonstrates a growing dedication to resolving Zimbabwe's decades-long housing backlog. Scarce resources, urban population expansion, and a lack of infrastructure investment, have made home-ownership elusive for millions.

Urban centers like Harare, Bulawayo, and Mutare have seen a surge in population in recent years. In league with global trends, demand has outstripped supply, leaving many families in informal settlements or renting, with the dream of homeownership seeming too distant. The government's digitalization initiative can potentially lay the groundwork for improved citizen services and more effective housing solutions.

Government subsidized housing waiting lists are intended to supply Zimbabweans with affordable housing opportunities. As things stand, getting onto such waiting lists is a long and tedious process.

Aspiring homeowners have to visit their respective local authorities to learn of, access and monitor any information on the housing waiting lists. For example, as highlighted in Propertybook’s guide on purchasing council stands in Harare, many citizens are unaware of the required documentation, costs, and steps needed to secure a council stand, further marginalizing those already struggling.

With this digitization process, Zimbabweans will be able to "access and monitor the progress of housing waiting lists from the comfort of their homes," the Herald reported.
